Hi everyone

Say a player he no more meeples left (either because they’ve been taken out by monsters or they’ve saved them all).

In the instructions, it says that someone who has no more meeples should skip over Step 2 (move meeple or a boat you control).

My friend had no more people. But on their turn, they kept moving an unoccupied boat around the board (3 spaces). I was trying to get the boat to my people on the board (still on an island piece) but they kept moving it away from me whenever it was their turn.

This was frustrating because I was trying to get my people to shore.

Is this allowed ? Can someone please clarify the rules.
